Participants typically are identified through referrals, outreach, mass mailings and public service announcements.

You are eligible to participate in the APEX-Educational Opportunity Center if you are:

1. A citizen or national of the United States, or a permanent resident of the United States*
2. A resident of one of the following target area cities: Detroit, Ecorse, Hamtramck, Highland Park and River Rouge *
3. 9 years of age and older.* Also eligible, those 18 years of age and currently participating in alternative educational programs or have graduated or dropped out of Detroit Public Schools. *
4. A person whose parents did not graduate from a four-year college or university
5. Considered low-income according to federal guidelines
6. Are in need of one or more of the services provided by the center in order to pursue a program of postsecondary education
7. Are a veteran (veterans are eligible to receive all services regardless of living location.)
